　　In order to subsidize local governments to establish perpetual development footholds for Hakka culture and form a Hakka culture network, CHA on April 18 2003, the CHA drew up Rules Governing CHA Subsidizing Local Governments to Build and Repair Hakka Cultural Facilities. CHA has since subsidized local governments including the Taoyuan County Government to build and repair 18 Hakka cultural facilities. Nevertheless, preservation of Hakka culture relies not just on the building of facilities. The question of how to effectively pool and utilize the characteristics of Hakka cultural, scenic, ecological, folk, and industrial resources in an attempt to bring out Hakka villages’ features and improve living quality is crucial. Thus, since 2004 the CHA has revised Rules Governing CHA Subsidizing Local Governments to Promote Hakka Cultural Living Environment in an effort to actively assist local governments in preserving Hakka villages, improving the landscape in community public living spaces’ landscape, building unique features as local cultural assets, and encouraging residents to participate in public affairs. Starting in 2005, the Preparatory Office of the Taiwan Hakka Cultural Center of the CHA (hereinafter referred to as the Office) is charged with these tasks.
　　
　　In order to raise the quality of the program is carried out, Rules Governing Supervision of Hakka Cultural Living Environment Building Plan has been established to oversee progress and spending of subsidized programs. Meantime, List of Experts and Academics Recommended to Promote the Building of Hakka Cultural Living Environment has been prepared to assist local governments in reviewing proposals, selecting suppliers, and conducting surveys.
